It is still present, though, and in most areas the level (and sometimes types) of enemies present is based on the player's level. Skyrim's level scaling is MUCH less pervasive than Oblivion's - no more bandits in full Daedric Armor. This effectively removes the overall level cap (originally 81). This will reset the skill to 15, return its perks and allow the skill to affect leveling again. For every level gained, the player will also be given a Perk point, which can be invested in the various perks in the skill trees.
